Your timing belt broke??? Then you may have more problems than you think, You more than likely bent valves. Timing belt replacement is recommended EVERY 80-100 thousand miles. If you don't than you are flirting with a major repair.

Timing out of wack!

You then have moved the cams from being
in a place where all valves are closed

If you bought a new belt, you should have an instruction
booklet or at least a diagram

Try You Tube Video or a local repair shop may print
the diagram for you

Icant get my 2001 kia rio in time after changing my timing belt

Your going to have to take the belt back off and line up your marks. The crank, oil pump, cams, etc. all have marks that need aligned with marks on the block. If they are not all lined up you will never get it timed any other way. Also I hope you made sure to block the cams when you removed the belt so they didnt turn on their own. I hope I could be of some help. Good luck

I had my head redone on my 2001 kia rio when i got it back the top cam pulleys were off do they go on a certain way

Yes.
You can research the procedure online or get a repair book for replacing the timing belt which you should have already.
You would also need the torque specs for the head bolts.
There is a mark on each cam gear you have to line up when putting the belt on.

Where is the Timing Belt on a 2003 Kia Rio exactly???

If you are planning on replacing the timing belt and are not even sure where to find on the engine then please DONT attempt to replace it on your own. Replacing the timing belt requires knowledge of timing marks and tensioner adjustments. It does not simply come off and back on, it has to be aligned up properly with marks on the camshaft and crankshafts. Please leaave this to someone who knows! PS: the timing belt is located behind the plastic covers on the left hand side of the engine (looking from the front)
