In the fuse box under the hood or in a box behind glove box.

The horns are up front just behind the grill. Usually had to find.

horn relay located on the right side kick panel,you will see a row of relays,if horn relay is okay, more likely your horn control pad has a short inside causing horn button contacts to stick causing horn to keep blowing.

Wiring or connectors to horns are bad or disconnected, or most probably, the horns are bad from corrosion.

Underneath the dash with the hazard and wiper relays. All three and possibly another mount into a grey panel. The wiper relay is white.

My problem with [starts but then dies out] was described to the tee and the solution was so easy it only took minuets to fix, my starter relay was bad on 95 dodge spirit your info told me exactly where it was and what to do [ it is located on the driver side strut tower there are two cube shaped relays the closest one to the engine is the starter relay and the other one is the horn relay, swap the two and if the car runs and the horn doesn't work then it is the relay

yes there is a horn and buzzer relay under the hood

In the left front fender - remove the battery and the intake air hose. The PCM is held to the fender with 3 or 4 screws.

is there a switch in the vehicle to disable the bag? if not take to a shop where they will remove air bag and check horn contact switch. Alot of money for a horn, use your finger

What you describe could very well be a ground wire that is broken or corroded,check for missing or broken as well as "green" connections
