Remove the starter and have it tested at your local parts store.

The Battery has gone flat. When you tried to jump start it, this did not change the battery state its still flat.
I bet you will get the same code on the scanner if you remove the battery. Take the battery out and charge it with a battery charger overnight, then try it again.

This can be due to a weak battery. The Antitheft can sometimes create starting problems by interferring with the starter. The Antitheft senses the Voltage drop as a theft attempt and reduces the starter Voltage in an attempt to keep you from starting the vehicle.

There is a cable from the battey to the fuse box we had to replace that caused the radio to go off, then the speedometer and then no power from battery.

It is possible that this Range Rover is misfiring and needs a change of sparkplugs if it is screatching it is trying to start but cannot due to misfiring. If the plugs are good check the gapping on each pluf.

If it just clicks then i would suspect the battery is dead. Try to jump the battery.
