Don A has an excellent answer, but if you have a sunroof, that is more likely the reason. The pipe runs down between the door pillar and the windshield and there is often a join there which can part. Be careful with compressed air as it can blow joints apart.

Take the door panel off and remove the linkage and retainer for the lock cylinder. If you just need it rekeyed take that part to locksmith, so it will match the other cylinders and work with your key

I don't have a diagram of the door but if you slip the slim Jim in over the top of the outside door handle it should catch on the latch bar. If you are doing this because the door won't open from the interior handle or the outside handle the problem most likely isn't the lock. The way that handle connects to the release it is held in place with a piece of plastic that breaks fairly easy. If that piece breaks the interior door handle won't activate the unlock function when pulled and you will have a heck of a time getting the door opened so you can get inside the panel to do the repair.
With the arms off you will see the mechanism moving back and to if you switch the wipers on and all is OK. If not, then the motor/linkage is faulty. If Ok replace the arms and just "nip up" the retaining nut. The arms seat on serrated spindles and if the soft metal of the arms becomes damaged they do not grip and consequently are useless. In this cold weather the blades get stuck to the windscreen and can cause this if loose.
