It definitely could be I would first recommend performing a fuel pressure test, also an old back yard test is to bang on the bottom of the fuel tank very hard rapidly while someone is cranking over the engine, alot of times this will make them work for a bit and start the vehicle
I agree with the other solution, however if you cannot pressure test it, a poor mans test is to loosen fuel hose at injector or an actual injector and using a fuel safe container try to fill with ignition in "on" position. This worked on a '02 Jaguar and unfortunately it needed a fuel pump even with only 30,000 miles!
