Are you sure that this is for 20AMP, according with the repair manual, the position 20 in the Power Distribution Center if for Power Motor ABS Pump, and is 10AMP.

Agree - it is 20amp - it is position F21 - how do I know - cause my 1998 Jeep Wrangler 4.0 is doing the same thing - blowing the fuse there over and over. I've looked at the wiring, messed with it, started it running and moved the wires around to try and find a short - nothing - start driving and it blows the fuse.... so frustrating.
Don't know if you are still needing this info - but figured it out finally. F21 is a 20amp fuse. It has 2 wires (Green with Pink Stripe and a Orange with Green stripe). The Green wire goes to the auto-shutdown relay. The Orange wire goes to the fuel injectors, coil, and to multiple other components. I traced mine with the fuse blowing, unplugged ALL connections (including those around the transmission). I turned the key on and one by one started plugging them in. I never found my short, but moved the wires around enough that the short has stopped.
Since I just put in a new clutch, I'm sure the problem is under the Jeep and a wire had worn against a metal part or something. If it occurs again, I'll start underneath and unplug/plug each connector till I find it.
