Call ford. There is a massive recall on lighting control modules. My '03 Crown Vic started having the headlights come on with the switch off in the daylight. If it's not covered under the recall, you can repair this module by obtaining and replacing 4 ice cube relays on the board inside. I had already bought the relays to fix mine when I learned of the recall. Ford dealer did all the work for free. If you have to replace the relays, they were about $12.00. Better than the 350.00 for a new lighting control relay. By Ford's own admission, 97% of the problem with these is the failure of the mechanical relays of one or more. There are you Tube videos showing how to do this repair if you get stuck with it...
Call your local dealership service department with the 17 digit VIN vehicle identification number. You can find it either on the bottom driver corner of your windshield or inside the driver door on some labels. Call your dealership and ask them to run your VIN for any recalls. You can try shifting into manual 1 to get moving then once you get going shift the lever up into Drive. This should work, then drive it to a shop to have your ****** looked at.
