It's an awkward little job, but you might need to lift the car up to get accsess to the back of the air dam and the light units, then its just a case of a quarter turn on the back of the bulb holder, its the one with the wireing conecion on it!
The reverse for re fitting.

I am looking for a fuse box layout for a 1998 jaguar xj6 as i need to find the fuse for the cigarette lighter

The fuse for cigarette lighters is number 9 = F9 (20A).

7. F7 (30A) = ABS pump
8. F8 (10A) = LH indicators / repeater lamps
9. F9 (20A) = Cigarette lighters
10. F10 (5A) = Cruise control

12. F12 (5A) = Instruments
13. F13 (15A) = Steering column adjustment

Replacing fog lamp

Not easy - you have to get the lamp off of its fixings under the car, its a laying in the dirt job, you also have to remove the slash covers. ...... good luck.

Heater problem in Jag 1988 XJ6

Hi
Did you check the vacuum to the new heater control valve, they usually give trouble.
Fuse for fog lamps will have nothing to do with the heater system.
Good Luck!
