Replace water pump.
Drain coolant from radiator,remove fan,belt,pulley,all hoses connected to the water pump,remove water pump bolts,remove water pump, clean surface of engine block where water pump mates thoroughly, apply sealant to engine block,new water pump, install new water pump gasket, position new pump onto engine, install water pump bolts and tighten evenly in a pattern from the most center bolt positions out ward around the water pump, reverse the order procees used to remove pump, refill radiator with new coolant, start engine let it warm up to normal operating temp, check for leaks.

Typically water from the tailpipe means a headgasket is leaking or blown. Check to see if you have wather in your oil.

I have a 1996 volkswagon jetta and I removed the thermostat but the temperature guage is still going pass half. Is there anyway to get the air out of the system and solve this overheating problem?

hallo
without termostat, start the car. in one minute ideling, both hoses from cooller should be warm.
If only top one is warm, check if the hose from front wather cooller to expansion tank is blocked (small one on top). usualy it is blocked on wather cooller itself .if OK, change wather pump.
also check if presure is bildinh inside wather sistem. that indicate head gasket or head itself should be checked
If you had remove the termostat, there can be no air inside the engine (if wather is inside).Even with termostat present, VW has no problem with air pockets.If your temp.go pass half when car is standing still, that is ok, but when driving must drop down.

Coolant leak underneath, 03 h2. could thhis be a water pump since i couldnt see any leak from radiator or any hoses

Could be the overflow canister or a seal in the front of the engine. Have the system pressure tested to be sure of the origin.
