The problem is not in your AC, but in the HVAC fan motor. There should be a relay and/or a fuse for this, but I'm assuming the fuse is good since you found no blown fuses.
I would try to get an auto manual (you can check them out from your local library) and locate where relay that runs the fan. You can check this, or just replace it (relays are fairly inexpensive).
If that does not solve your issue, then it is almost certain that the fan motor itself is bad, and needs replaced.
