Need to check the dash light dimmer switch first. You need to remove and access the switch and check for power to and thru the switch. It controls all the panel lights for the dash.

Volvo has had a lot of trouble with ABS control units. Yours will most likely need to be replaced. You can either replace it with an exchange unit from a Volvo parts supplier or send yours to BBA reman. in MA for repair.

call volvo with the part# and serial#. it must say "code" if it says "off" leave the key in position 1 for a few hours and "code will come back"

I did this very repair this weekend. For a good overview, Google "Volvo 850 Odometer repair". I found some pictorals that were a great aid.

I'd be taking the dash apart looking for burnt wires in a harness, so you will likely have to take the outer cover off some of the bundles. Start tracing back from the plug in for the radio. Hope this helps.

check under drivers dash. and right and left sides of dash with doors open. may not be a flosher but a relay instyead

It appears that your wind shield washer reservoir needs topping up.
