Just changed my horns on my 98 Montero Sport and come to find out it was the horn relay. The horn relay is located near your power steering resivour its a small black square you will see some electrical lines running to it. Give it a couple taps and then try out your horn again. If that dosnt work your horns are located right behind your turn signals on your front bumper, they are circluar 3in and golden colored. You can get dealer ship replacement horns for 30 plus dollars or go to a autozone or advance auto and get aftermarket ones
it is easy to change even you can change it your just going to take off the front wheel then you will see the break panel there's a bolt holding the break pad loose it so can pull the break pad out... or more or less even a driveway mechanic can do this for less cost...
