Could you take out a bulb and with a testlight/probe check that you do in fact have power to that circuit .Also check that they are the correct bulb for that application I have seen people put indicator bulbs in where therse supposed to be a double filament bulb.Does the base of the bulbs lead contacts line up with the two steel terminals inside the plug?
SOURCE: tail lights dont work but bake and turn singals do
did you also check the fuses under the hood, there is a 20 amp out there that feeds that circuit.

With light switch on, test the wires leading up to the mentioned lights with a test light(cost about 5 or 6 bucks at wal-mart) that way u can eliminate any corrosion questions and get to the source quicker, if test light indicates that the wire is hot, than check connection areas for any wear and tear and possible carbon corrosion. Check lightbulbs, my license plate light stopped working and wire was hot, but wouldnt turn on due to the housing base, got too dryrotted and wouldnt function propery, had to rig it up, but works now.

ck rear tail light sockets for cracks broken wires. and terminals in connectors are not touching
SOURCE: With head lights on, no tail lights. Brake lights
did you check for power with a test light,
there are some fuseable, links mounted on the fire wall on the passenger side under the hood, but it sounds like the headlight switch needs replaced
