This will work, if fitted, to this car,(some are not)
put the key in fuel cap and holding cap tight turn key to unlock it. then turn cap to remove in normal way.

if pressing the button or pulling the lever does not work, it will be a difficult job requiring 2 people
one to activate the release and the other to gently pry open the flap
it may be possible to gain access to the mechanism from inside the boot behind the trim panel
the cause is generally a broken/ missing hinge spring that opens the flap on activation of the control
The petrol flap doesn't have a lever to open it like other cars but can be opened when the car is unlocked by pushing on one side of the flap to open, if this will not open then the fuel flap locking actuator is faulty and has not unlocked the fuel flap, if this has occurred open the boot and on the left hand side of the boot you will see a round button, if you cannot see this and you only see a hole then chances are the side cover has been off at some stage and the button hasn't been reinstated, if it is there, pull on it and it will pull the fuel flap locking actuator back allowing you to open the fuel flap.
If you are refering to the fuel flap this locks and unlocks with the central locking and they tend to jam. Go inside the boot and remove the carpet at the side of your fuel filler and you will se a cord, pull this and your flap will open.
To remove the outer handle, open the door and while looking at the edge of the door with it open, you should be looking at the side that the door latch lever is on, look near the top area and you should see a small black plastic oval piece. Remove that piece. Take a flash light and look inside the hole. There will be a brass lever inside with a small hole. Use a pick and insert in the brass slide. If you either push or pull the lever to or away, it will release the outer handle assembly. The assembly levers upwards when removing.
There is a pull lever in the boot. It is located behind the carpeted panel on the side the petrol cap is located. Open the boot lid, remove this carpeted panel and you will see it. Please don't forget to rate me!
it sounds like its the air type which is the most common ones before about 1998 on vw. you can try to locate the pipes inside the boot compartment (which is where the pump should be as well) and then just plug it with a screw temporarily. i think the rubber boot on your fuel pump's solenoid is also bust so you are going to have to pull the lever inside the boot to open the fuel flap. i prefer to leave my fuel flap disconnected as you dont have to open all the doors of the car to open the fuel flap. hope this helps.
