The relay is located in the relay box under the hood in the relay box. I suggest you Google "relay location 2003 Mitsubishi Eclipse" for the exact location. For troubleshooting purposes, once you locate the relay, simply swap it with an identical relay within the relay box. If it still fails to start, then it is not the relay.
If it is an automatic, try starting in Neutral. If that works than it is a bad Neutral start switch-- which is located in the transmission shift lever.
If it is a stick shift than it could be the clutch switch, whish is located on the clutch pedal. Or if all that does not make a difference, check the starter relay, located in the fuse/relay box in the engine compartment.
If the relay is good than you are left with abad starter.
the starters can get "heat saturated" and periodically not start. replace your starter motor. one way to tell is to next time it is driven, have someone with you and have already located the starter on the engine. when it wont start, tap lightly with a hammer or screwdriver(which ever will reach" and see if it fires.
Chevy's don't use a relay like fords, rather they have a solenoid on the starter that your positive battery cable runs to. Sounds like a fuel delivery issue, you would have to have fuel pressure checked, you most likely have throttle body injection..
So you put gas down the throttle body and it won't start. Sounds to me like you either have NO SPARK or your plugs are already fuel fouled. Even with you supplying the fuel. it still wont start. FYI, the FUEL FILTER is located by the R/R wheel, and the FUEL PUMP is located IN the fuel tank. Hope this helps
You didnt say what size engine you have, however the starter is normally located between the engine and the transmission follow you positive battery cable to the starter youll find it
