Most likely you have a wheel sensor going out. The only way to tell which one is with a data scanner that can access the ABS system.

It will see all the tires spinning at the same speed until one shows a different speed.

Also make sure you have all the same tires and the air pressures are the same.

Here is a copy of a GM bulletin that applies to you concerns of low speed ABS activation.

Antilock Brake (ABS) Activation At Low Speeds (Clean Wheel Speed Sensor Mounting Surface) #03-05-25-007 - (09/29/2003)
Antilock Brake (ABS) Activation At Low Speeds (Clean Wheel Speed Sensor Mounting Surface)

1999-2004 GMC Sierra

Condition:
Some customers may comment on ABS activation at low speeds, usually below 8 km/h (5 mph). Upon investigation, the technician will find no DTCs set.

Cause
The cause of this condition may be an increased air gap between the wheel speed sensor and the hub reluctor ring due to rust and debris built up on the sensor mounting surface.

Correction
Measure AC voltage and clean the wheel speed sensor mounting surfaces.

Raise and support the vehicle.
Disconnect both the front wheel speed sensor (WSS) connectors at the frame and harness.
Place a Digital Volt Meter (DVM) across the terminals of each WSS connector.
Rotate the wheel clockwise approximately one revolution per second. The minimum reading should be at least 350 ACmV's. If the reading is less than 350 ACmV's, remove the wheel speed sensor. Refer to the applicable Wheel Speed Sensor Replacement procedure in the ABS sub-section of the Service Manual. Plug the WSS bore in order to prevent debris from falling into the hub during service.
Clean the WSS mounting surface on the hub to remove any rust or corrosion using a wire brush, or equivalent.

Important
Make sure that the sensor sits flat on the hub. Check the sensor flange against a straight edge to ensure flatness. If the sensor flange is distorted, replace the sensor.

Apply a thin layer of bearing grease to the hub surface and sensor O-ring prior to sensor installation. Use ONLY Wheel Bearing Lubricant, P/N 01051344.
Install either the original sensor or a new one in the hub. Ensure that the sensor is seated flush against the hub. Refer to the applicable Wheel Speed Sensor Replacement procedure in the ABS sub-section of the Service Manual.
Place the DVM across the sensor terminals and recheck the voltage while rotating the wheel. The voltage should now read at least 350 ACmV's.

Good luck and thank you for using Fixya.

There is a small sensor on each rotor and spindle. If the sensor is jammed full of **** or debris it wont get a good signal.

Anti-lock function on brakes is triggered by applying brakes while steering wheel is turned hard over

Sounds like you are losing wheel speed signal when under hard turns. This is commonly caused by the harness at or near the wheel speed sensor has a bad connection of there may be a break in the wiring that intermittently loses signal to the ABS module and causes the anti-lock function to happen, (loss of wheel speed is like wheel skid as far as the ABS module is concerned) It is usually necessary to have a scan tool to monitor the data and read codes on the ABS system. You may have to take vehicle to shop that is capable of diagnosing the problem.

I drive a 2002 GMC 1500hd with 96,000 miles on it. At lower speeds, my truck seems like it activates the abs system early and causes the pedal to jump. While the pedal jumps you can hear a whining...

If this is occuring at speeds of less than about 5 to 10 mph or during slow speed parking lot types of manuvers then the problem may be due to an ABS sensor at one of the front wheels. The sensor develops a very small build up of corrosion beneath it which pushes it away from the sensor tone ring just enough for the signal to degrade and for the ABS to think the wheel is locked up which, in turn, activates the ABS system which, in turn again, gives you the pedal jump and can extend the braking distance. When I find this type of problem I usually replace both of the front wheel sensors and clean up the mounting surface to fix this problem. Sometimes the problem can be seen using a scan tool that shows the actual readings the sensors are producing but many scan tools aren't quick enough to catch that data.

There was a TSB on this issue with your Sierra, a faulty or dirty ABS sensor is the cause of this problem. The fix is simple, just clean the ABS sensor at the front hub with brake parts cleaner and inspect the wire leads. At worst you may have to replace the sensor it self. Good luck

Abs trys to activate at low speeds when the steering wheel is turned tight to the left or right.

Had the same problem. It is a wheel speed sensor. It was recalled in 2005 for the problem. Contact your GM Dealer and give them your VIN #. They can tell you if the recall has been done on your vehicle. If it has been done, you are out of luck. What I did then was remove the 60 amp ABS fuse under my hood. I don't have ABS brakes anymore, but I also don't have the other problem either. Although when you disconnect the fuse, your ABS and Parking brake warning lights will appear on your dash. Hope this helps> Jerry

How can i turn off the traction control...it comes on periodically?

If the front hubs have been replaced, the problem lies in the harnesses to the wheel speed sensors. Here is a bulletin number for you, 03-05-25-008. It talks about replacing the harnesses to both front wheel speed sensors.

The traction control activates because the system thinks a wheel is slipping. If you slow down at a slow rate the abs might activate also.
