they have 30 & 31 psi in them. the 02 optima book calls for 30 psi, so they are pretty much spot on

Rear wheels toeing in at top wearing inside of tyre

Your car needs a Rear Wheel Alignment, the components need to be inspected/checked for wear and then aligned. Worn ball joints, wheel bearings and so forth can cause bad alignment & tire wear.
Also it's hard to get an accurate alignment once a tire is worn on the inside or outside of the tread.

I would have the 4 wheels alignment checked, if the rear is out it can be aligned by shims. any reputable alignment shop will know how to perform this. as far as the noisy tire goes it will need to be replaced to stop the noise. If the alignment is ok than the tire may have a broken belt internally which caused it to wear uneven

You want the tires with deeper tread on the front of the car. As you drive, being front wheel drive the front tires do all the work, the rears are just along for the ride so the drive tires will wear down twice as fast. About ever 6000 - 8000 miles, you will need to rotate the tires to keep all 4 wearing evenly
