My windshield wipers stopped working right after winter storm. the driverside one works only if i pull it halfway up the windshield what do i do to fix this

There are plastic bushings on the end of the wiper arms ...called wiper transmission...most places will tell you they dont sell them...keep looking cause they do.....they only snap in and then press on the arms

Make sure wiper arms are tight they are on a spline also where the wiper arm transmissin conects to the wiper motor therw is a nut that holds a z shaped bracket that losens up and oblongs the rectangular slot so the wipers stop with the least resistance.
At the base of the wiper arm there is a plastic cap,pop this off ,underneath there is a nut that holds the arm in place ,if it gets loose the post will turn inside the blade.Just turn the wipers off and tighten the nuts with the blade in the parked position.
While the wipers are in the parked state, just loosen off (or remove) the wiper arm from the drive spigot and re-position the driverside wiper arm to the correct position.
Re-tighten arm drive mount and all should be well.
they have what one guy, I know called a small "transmision" that engages both wipers and the speed. On one car the winshield wipers transmission connections were loose. A small bolt came off.
Check all the workings by running the wipers .
Try to get to the wiper motor assembly and take a look at it. You may have to remove some screws.
