95 camry starter spins normally but takes long to start
The starter spins normally. It takes a lot more time to crank than it should. When it does it runs rough for about two seconds then it is fine. It happens about 90% of the time. Once it cranks it runs perfectly. I(t seems to be a little worse when it is cold.
So far we have changed the fuel filter, timing belt, distributor cap, rotor button, and plug wires. Nothing has helped.

Not much info to go on here, does it crank slow? Battery. If it cranks but sounds weird, almost quieter than normal then louder or normal when it does start, it's the starter solenoid, change starter and solenoid together as they usually come together anyway.
I'd really need to know if it cranks OK. If it cranks but won't fire, I'd suspect the EFI main relay of sticking. Take that out and tap it, then replace.
If it won't crank, and then does, I think the main contacts at the bottom of the starter solenoid are worn out. Intermittent operation is typical of that.

If it cranks immediately and then dies .your distributor may need to be replaced. If you have to whirl it over several times before it starts the timing is off
i'm sure it's not the starter itself that is the problem, have the stater's solenoid checked...it might be stucked. It's quite a lot of work removing the starter but you can do it if you are willing enough to learn. You just need the right idea and tools to do it. Hope this will help save you bucks!

If it seems to be cranking too long, I'd check the fuel pressure up front; there is normally a capped valve that when exposed looks a lot like a tire valve.If you let it crank briefly (maybe 2 seconds) and then poke the valve to open it, you should have pressure there if the system isn't leaking somewhere and losing pressure.If it is, you are waiting for fuel to arrive. Long cranking is most often caused by a wait for fuel to arrive from the gas tank.
