Check fuse make sure wire under steering wheel is contacting metal and check horn with voltage to see if its good and also use voltmeter to see if there is voltage present when the horn is depressed

In my opinion, the problem isn't a fuse. ,Check for horn codes, These are manufacturer specific codes. You will need code reader that will work with your vehicle and read manufacturer specific codes.
