As a first course of action, I strongly suggest that you spray WD40 on the ignition switch. This will help loosen the gearing, by then you can remove the key.

COULD BE WIPER SWITCH.REMOVE WIPER SWITCH WIRE IF WIPER STOPS THE WIPER SWITCH IS BAD.IF YOU DISCONNECT SWITCH AND WIPER KEEP GOING YOU HAVE FAULTY LIMIT SWITCH IN THE WIPER MOTOR.REPLACE WIPER MOTOR.
Replace wiper motor to correct problem,removing fuse will cause other problems as there are other devices run by one fuse.You could unplug wiper motor if acessable.
