Hello. Welcome to FixYa.

I have observed this condition many, many times.

The most common cause of this problem is a short-to-ground at the fuel tank wiring harness. If you can get to the wiring connction on top of the tank, and disconnect it, replace the fuse, and, with the wiring harness still disconnected, try to start it again. If the EFI fuse does not blow, the fuel tank sending unit assembly is the culprit, and it will need to be replaced. Rust and corrosion cause the power wire to short out. This is a very common problem.

Check the following:
- Listen to the fuel pump noise under the fuel tank.
- Starter signal.
- EFI relay, under the hood fuse and relay box.
- Fuel pump operation and pressure.
- Regulating valve.
- Circuit Opening Relay (COR) under the dash.
- Check for open in harness and connector between circuit opening relay and fuel pump, and fuel pump and body ground

No power at fuel pump

Sounds frustrating. Presumably you've also checked the fuse panel for blown fuses? Check to be sure you're at least getting power to the fuse, that will at least narrow down a problem before the fuse or after.

EFI fuse keeps blowing in 1998 Camry

There is only ONE reson why a fuse blows: Something is overloading the circuit and drawing more amperage than the fuse is designed to handle. This is what is known as an "overload" or a "short circuit".

Plesase read the following two articles:
Where's the fuse?
What else could be wrong?

If after reading these two articles, you think you would like to try your hand at tracking this down and fixing it yourself, and you are sure you have the correct equipment (as listed in the articles), let me know and I will help walk you through it.

Engine wont start, efi 15amp fuse keeps blowing

EFI (electronic fuel injection) is a nasty fuse to blow. Unplug EFI module for 5 minutes. Plug it back in and try to start it immediately to confirm a heating short or possible bad module.

pull the E.F.I. fuse located under the hood on the drivers side, if there is more than 1 efi fuse pull them both along with the E.T.C.S. fuse (if there is one) for 1 minute or so. That should do it
