Could the arrow be a diagram of the spray pattern from your windshield washers? This may be the light that tells you your windshield washer reservoir is low on fluid.

this is your low coolant light. the overflow tank is on the passenger side fender under the hood, and if you look on the side you will see a line that indicated when full. good luck!

Red lights are always a warning of some kind. In this case you don't mention the make or model of car but I'm willing to bet it means the water level is low. Check the coolant level or the washer bottle level.
That light indicates you are low on coolant. Make sure the engine is completly cold and remove your radiator cap, fill to top with new coolant, also fill reserve bottle to cold line.
