The ignition lock cylinder?
No, afraid not. The key has to be turned to a certain position to allow a pin to be pushed into the small hole you can see close to the key hole. The pin then releases the cylinder.
Unless a more destructive method of removal is used!!, but you could end up wrecking more than just the cylinder. only other alternative is to remove the lock carrier from the column, complete with cylinder. Basterd job tho, shear of security bolts involved.

Removal of ignition lock cylinder without key on 98 cheyenne 1500

If the key won't turn, for practical purposes the cylinder cannot be removed and the lock assembly must be replaced, though you might be lucky and find a slide hammer will remove the cylinder without causing too much damage to the lock.

It is possible, as the key won't turn, the lock is the trouble and not the cylinder...

4. Press and hold LOCK and UNLOCK at the same time on the RKE transmitter for approximately 4 seconds. The chime will sound 2 times signaling that the transmitter has been programmed.
