How to set the timing on a 1997 Subaru legeacy outback

You don't, the computer does. There is no adjustment on a factory timing setup. If you are replacing the timing belt or chain you must either know how to do those type of jobs or you follow the shop manual on the process.

Is there a timing belt or chain in a 2004 Subaru Outback wagon? If it is a belt, at what mileage should it be changed?

The 2.5L engine has a timing belt and it should be replaced at 105K. The 3.0L engines have a timing chain and are not serviced regularly.

1997 legacy outback 2.5 will turn over but will not start. replaced timing belt, plugs, wires and crank sensor. has spark, new battery and fuel pump works. what's the next area to focus on.

****,squeeze, bang, Blow. That is what is required for a motor to operate. If you are getting fuel and current for the bang then the only thing left is the squeeze and blow which would be your compression. Have to make sure that the timing belt was timed properly to operate the valves to allow for compression. Hope this helps and have a good day.
