I'm looking at the manual (68030 Haynes) and it shows that if you have the DOHC you make the 2 marks onthe camshafts meet in the center.
That would be at the 3 o'clock position for the left one, and 9 o'clock position for the right one. the crank sprocket and oil pump sprocket align exactly with the timing marks.
NOW, on the SOHC single cam pulley, crankshaft and oil pump pulley all are to be aligned with their index marks, centered, and the balance shaft is to be with the weighted side down to prevent vibration.
I've done the SOHC and the marks are fairly centered when instlalling. Once you've got the belt on in either engine, you should rotate the engine in the normal direction for 2 full revolutions and recheck the timing marks at all positions, readjust, rotate and recheck until set on the marks.
