I have a 95 maxima with the dohc v6 it wont start and sometimes when i do try to start it it sounds like the timing belt might be stretched but i dont even know if it even has a belt or chain. sometimes the engine drags on certain cranks, so can you plz help

It has a chain. they usually do not have problems with them.
Check to see if you can hear the fuel pump come on with your ear up to the open gas cap whil;e someone tries to start the car for a second.
You should hear it come on for four seconds.
if it comes on, then check for spark at the spark plug wire with a spark tester.

Your starter was probably already going out. when you said it turns over slowly somtimes. It is common to turn slowly or weakly, when one set of the two sets of brushes looses contact with the armeture.
Two things can cause this, The brushes could be worn down and dont have any more travel, so they loose contact.
Or there could be an oil leak that is getting in the starter and gumming up the brushes, they get stuck, or they get too much grease in between them and the armeture.
If this is the case, and the starter is somewhat accessible, you can bang on the starter with a hammer while someone tries to start the car. They may need to click the key on and off rapidly while you are hitting the stater to get it to turn over.
If this works it usually doesnt last too long before it quits again.
Then its best to change the starter because it usually doesnt get any better.
If the starter is all greasey and oiley, fix the leak, or it will happen again.

i got a 95 maxima it has no power on the inside the windows wont work the seats the blower motor or the radio wont work either done checked all fuses and relays they are good what could it be
could be just something as simple as the idler/tension pulley damper. Take a look at the belt and pulleys when the car is idling. When normal everything runs relatively smoothly. Identify the tensioner pulley, it has a smooth track edge and the belt runs around it with its back to it (the v belt 'face' runs over driven pulleys) and the bolt in the middle of the pulley remains stationary (it does not spin with the pulley as with others). If this pulley is spring loaded to apply tension to the v belt. If it shimmying around and the sound coincides with its action it is most likely that the damper, which normally smooths out vibration, needs to be examined. I recently sorted a car that was chattering quite loudly and all that was wrong was that the rubber bushing on the damper end had split and this was causing it it rattle.
With regards to the belt, if the back of the belt is glazed and the front is cracked (you will see this plainly where it is exposed over the tensioner pulley) then it would be a good time to change it. They are not expensive and only take a few minutes to swap out.
Have a mechanic give it a diagnostic look and for him to give an opinion. My guess is that the engine light is down to a duff oxygen sensor but without more details this is no more than just a guess.
For the 2001 Nissan Maxima 3.0L SFI DOHC V6:
It has a Timing Chain.
Unlike Timing Belts, Timing Chains will normally last the lifetime of the car. However, when it is time to change the Water Pump: it is a really great idea to change the Timing Chain and Camshaft and Crankshaft Sprockets, as you are in the vicinity and have already torn down everything already.
Professionally, but not officially, I like the 100,000 miles rule with Timing Chains.

first you need to release the belt tensioner, and remove the belt. Disconnect the battery, and remove electrical plug on aternator. Then simply unbolt the old alternator, bolt in the new one, re-attach the the electrical plug, connect the battery back up, and re-install the belt. FYI this would be a good time to replace the serpentine belt.
