More than likely the fan motor its self is short to ground try to unhook the wires to the fan motor and install a new fuse and then turn the fan on with the wires removed and if the fuse is still good you know it is the fan motor its self

It sounds like a short somewhere in the wiring to that system. You'll have to test all of the wires with an ohm meter to find it. It's easier if you have the wiring diagram for it

Heater problem

Either you have a short to ground in the wiring harness or heater relay is bad. the relay I am referring to is generally located close to the blower motor and acts as a Potentiomiter to control fan speeds.

Why is my heater not working in my ford focus. all fuses are fine?

If it doesn't blow at all, and/or you only feel a small amount of air coming through the vents (not forced), it may be the blower motor switch.

Sounds as though the fan motor could have failed (the noise), if you have fitted a new resistor pack and the fuse is OK, probe around with a multi-meter tracing the supply (12Volts to ground) through switch to the fan. The heater/aircon blower is fuse 64 - 30amp (if I dont mistake). If the motor itself is shorting out then this would blow this fuse. Try a 12v feed direct to the motor terminal and see if it works.

Hope this helps.
