The problem lies in the drivers side seat, the heating element for the back of the seat or the seat heating element has an open or shorted circuit. the part from ford will run you about $150.00 dollars.
The body control module in this vehicle sees a short in the seat heater system. These vehiucles are typical of the heater wiring shorting out. When you try to use the bad heater the computer shuts off all the heaters.
This is a common problem, if the lights come on the switch ( which confirms your relay is working) then it is the heater in the seat itself. Dealer only part.

this is a common problem if you use the seat heater alot.one or both of the seat heater elements will have burned up or broken.where i live it is very cold most of the time and i have replaced hundreds of the seat heater elements.it is rare for it not to be one or both of the elements.
