The nearside cluster is not working as it should- the sidelights are ok but as soon as you put the dipped headlights on this brings the full beams on but all are really dim, then if you put the highbeams on the n/s cluster goes out completely but the offside works properly. Iv changed all the lamps in the nearside and no joy-iv also swapped all the lamps from one side to the other but the fault stays on the n/s cluster, any tips? Thanks

It's likely your switch. It failed on my girlfriend's 93 Civic LX and changing the light switch/stalk fixed the problem. She'd turn on the switch for the low beams and get nothing.
You can get the switch assembly at a dealer, on eBay, or at a scrapyard. Changing it is easy - remove the steering column trim covers (a handful of screws on the bottom) and this will expose the switch body. Unscrew it so it comes free, unplug the harness that is plugged into it, plug in the new one, screw it back in place, and reinstall the column trim, and you're done. It's about a five minute job, no joke.

Check the earth wires have a good connection and are clean..

There was a recall for this problem, if youve never had it fixed you should take it in to your local dealer.
SOURCE: 2000 honda civic vp keeps blowing low beam fuses left and right.
Fuses nearly always blow because of a bad earth. The switch only needs to short for a moment and the fuse will blow.
See if you can find a replcement swtich from a local breaker's yard or ebay and go on from there.
