The relay for the hazzards for a 2004 ford excursion is located behind the lower center panel inside a small black box with a cover that only holds 2 relays. You must take out 6 screws 2 at the bottom of the center panel near the carpet. 2 on each side of ashtray cup holder area and 2 behind the radio guage bessel.

you have fuses under the hood and under the dash panel inside the trcuk

No brake lights and no turn signal
Check the fuses that are associated with the brake lights and turn signal. The fuse box is located below the steering column and the fuse box diagram (for fuse assignment) is located in the owner's manual. I hope this helps.
