Yes, your intercooler is a problem cos it cools down the turbo charger. The turbo is what gives you your extra power, and when it overheats, it loses pressure and thatcauses loss of power.

Volvo v70 diesel power loss

Many many reasons for this (I have a D5 myself). First and most common is a split intercooler or hose, then if not that the turbo control valve on the front of the airbox. I would bet on the intercooler though. My poor baby is currently off the road for a new turbo itself so that is the worst case scenario. Look for oil at the bottom of the skid pan below the rad and check jubilee clips for security. Also check the L shaped pipe from the EGR valve to the block, this is prone to splitting on the underside where you cant see it

Soot filter and engine service light on, can I regenerate or will that cause harm to engine

These can be regenerated without harm to the engine. Volvo has a procedure for doing this. I have not seen it published for the general public. You should be able to politely ask a Volvo servicemen for the recommended procedures and they will generally help you out.
