I am assuming you are asking about the Blower Fan and not the Radiator Fan?
The Blower Fan is located below the Passenger side Dash. It is inside the black Duct work.
May I ask what the problem is?
Is the Blower working or only working on High? If only on High then the Blower Motor is fine and the Blower Motor Resistor that controls the Low to High speeds is bad. This is located behind the Glove Box in the Dash and on the firewall. Remove the Glove Box to access. It is approximately 3 1/2 inches by 1 1/2 inches and has 3 to 4 wires going into it.
There is also a Front Blower Motor Relay located in the Relays and Fuses.
Before replacing the Blower Motor, get back with me (for free) and let me know. This may save you alot of money in the long run, saving you from purchasing parts you may not need!

    TIP: When you disconnect the Resistor to Motor connection: Check for voltage(s) at that connection. Do this with the Battery reconnected, and utilize all speeds. IF there is no voltage, then unplug the Resistor from the electrical connection and check for voltage prior to the Resistor. If there is voltage now, then the Resistor is bad. To further check if the Motor is good: with voltage prior to the Resistor. Use a jumper wire from the positive connection prior to the Resistor to the positive of the Motor. If the Motor comes on then the Motor is good.

DISCONNECT THE BATTERY, JACK UP AND SUPPORT YOUR CARAVAN. LYING ON YOUR BACK LOCATE THE STARTER WHICH IS ATTACHED TO THE ENGINE THROUGH THE BELL HOUSING .THERE ARE TWO 15 MILIMETER BOLTS THAT HOLDS THE STARTER ON . AFTER BREAKING THE BOLTS A 15MM WRENCH WOULD BE USEFUL.

heating and cooling fans are generally one and the same. changing freon doesn't always fix the problem... did you have the system pressure checked for leaks first.

Second determine if the vents are opening properly (switching from heat to cooling) basically when you change to cool it closes air access to the heater core.

If you're on the smallish side and pretty limber, you might avoid removing the rear wheel. If not, you will likely need to remove the rear wheel and put the van on jack stands securely. I would remove the underside splash shield and gain access from underneath. It looks like you will need to unscrew the plastic insert that surrounds the filler neck inside the area that is exposed when you open the fuel door. Make sure you get the vent hooked up correctly when you are done.

SOURCE: Radiator Fan Relay for 97 dodge caravan

it is mounted under the radiator towards the drivers side,it is flat and held to the frame with 2 small bolts and has a flat wire connector,it doesnt look like a normal relay,its black with a silver plate on the front of it,hope this helps

There is a resistor for the fan motor that controls the speed of the fan . It is located near the motor and has 4 wires on the plug for it. Most likely it is open.

No, you will not have fan belts.
The Fans are run by electric Fan Motors and are activated by a engine (coolant) temperature sensor.
