The passenger compartment fuse box is below the dash under the driverside. The lid that covers the fuse box has the fuse diagram on the inside and it will tell you which fuse is the horn fuse.

You will first need to check the fuse, check all the fuses, tthen check for power at the horn, use a testlight and have someone push horn pad while you test for power if you have power there then horn is no good, if there sno power and fuses are good then it one of two thing a bad horn relay or a bad clockspring.
have u checked the fuses, if so horns on these cars were prone to water ingress due to there position ,so i would give the horn a live from the battary and see if it works
The problem can be with the horn pad, the horn relay or the horn itself. Find your horn relay, it should be in the engine compartment fuse box. Remove the relay and test for power at the legs. there should be two legs that have power. If there is power there, take the cover off the relay and plug it back in. Squeez the relay points together and see if the horn works. If the horn still does not work, it is probably the horn itself. If it does work it is probably the horn pad, but you don't want to mess with that because of the air bag. Let a pro do it.
All of this is predicated on the fact that you have checked all the fuses.
