I had a friend of mine bring me his car just last week for the same problem.he said he checked all the fuses,but he didnt know that on the passenger side there was another fuse box.i replaced the burned out fuse i found in this fuse box and everything has been working fine ever since.so most likely you will just have to look a little more for another fuse box or try under the hood by the battery for a fuse/relay box also.a few more places to look would be in back of the drivers and passengers kick panels. hope this info helps you. take care and good luck, manny

dash and parking light are on the same circuit through the switch, chek with a voltmeter in and out of switch

Just check the fuse box for busted fuses. They are properly labelled as headlights, park lights, etc..
Also check the wirings for short circuited lines. Further-
more check the bulbs, if these are still ok.

What started this mess? tailights, fog lights, brake lights....

The relay has nothing to do with the tail lights, but replacing the switch sounds like a good idea. There's a nut holding it in place, see http://www.skandix.de/en/spare-parts/electrics/switches/switch-headlight/1027524/ to get an idea of the construction. And the price. This is not worth fiddling about unreliable workarounds...
In addition, if fuses 15 and/or 16 burn frequently there might be a problem with the tail light cabling.

1994 grand Am Dash & Rear Lights

Check all the fuses, if they're ok then check the switch or wiring, it might be that the wire running from the switch to the park / dash lights is fried. Does the front park lights work? (turn switch to first click, not second one. This is park lights, second click is full on headlights) Your park and dash lights are probably all connected to a single wire from the switch via the fuse box.

dash and tail sre tied together, so chk tail light fuse.

1987 nissan 300zx headlights taillights

try checking the headlamp sensor mounted on rt front apron behind relay box . this runs all lights .
