Hello. Simply remove the 'windshield wiper' fuse. It seems your windshield wiper motor is 'hard wired'; comes on when you turn on the ignition switch. That's not good!
The instrument panel fuse block is located on the end of the instrument panel on the driver side of the vehicle.

Do you know what a wiring diagram is ? A wiring diagram for your vehicles windshield wipers electrical circuit would show all components involved . You would need a wiring diagram for testing ,so you know which wires too test . It would show the fuse location - amperage etc.... Which of these is your vehicle - Notchback or hatchback or station wagon .
The fuse would be marked WPR fuse # 9 25 amp. located in the IP fuse panel . IP - instrument panel fuse box . It's location is

Windshield Wiper System
The windshield wiper system consists of a wiper motor, a linkage, a wiper arm and a blade, and a wiper/washer switch. The windshield wiper circuit incorporates a self parking device which consists of a worm gear and a cam plate in order to keep the circuit engaged temporarily when the switch is turned off. The wiper system is driven by a permanent magnet-type motor. The windshield wiper motor is mounted on the dash panel and is directly connected to the windshield wiper linkage.
The windshield wiper motor has 2 speeds, LO and HI, and also has intermittent wiper capability. The wiper switch is an integral part of the wiper/washer switch. Windshield wiper operation is actuated through the lever on the right side of the steering column.
The wiper fuse for a 2015 Mitsubishi Mirage is located in the passenger compartment fuse box. The fuse box is located under the instrument panel on the left side, for left-hand drive cars. And on the right, for right-hand drive cars.
The wiper fuse is labeled "WIPER" or "WINDSHIELD WIPER". It is a 15 amp fuse.
To replace the wiper fuse, you will need a small flathead screwdriver.
Open the fuse box cover.
Locate the wiper fuse.
Use the screwdriver to pry the wiper fuse out of the fuse socket.
Install the new wiper fuse into the fuse socket.
Close the fuse box cover.
If your windshield wipers are not working, it is possible that the wiper fuse is blown. You can check the wiper fuse by looking at it. If the metal strip in the center of the fuse is broken, then the fuse is blown and needs to be replaced.
You can also check the wiper fuse by using a multimeter. Set the multimeter to the "ohms" setting. Touch the positive lead of the multimeter to the metal strip on one end of the fuse. Touch the negative lead of the multimeter to the metal strip on the other end of the fuse. If the multimeter reads "0 ohms", then the fuse is good. If the multimeter reads "OL", then the fuse is blown and needs to be replaced.
Once you have replaced the wiper fuse, your windshield wipers should start working again.

Some cars have these included with accessories. If your other accessories work, then your windshield wiper motor requires replacement. Otherwise, read the inside cover of the fuse box the symbol for windshield wipers looks like a windscreen with two wiper blades on it.
There is a 30 amp (pink) fuse located in the fuse box located inside the car (see picture below) and it is in the number 11 position in that box. That fuse is for the wiper system there is also a hi/low wiper relay located in the power distribution box located in the engine compartment. It is in the number 1 position (the big number 1 not the diode or fuse). You may want to check that out as well if the fuse is good. The picture for that is also below. There is also a fuse module located on the passenger side of the center console under the dash. You can pull the plastic cover panel off by hand. This should be where the wiper motor fuse is located.
