The ball joint lock nut spec is 37 ft.lbs (50N.m), the control arm to sub-frame bolt spec is 48ft.lbs (65N.m.) Hope this helps!

when you accelerate the torque(twisting motion)is lifting the front of the car(hence wheelspin), taking the weight off the lower control arms(no weight = more movement)so when you coast, the full front end weight is on the front suspension = no shake....

You can buy a canister wrench at the local auto parts store. You do not need to torque the oil filter on, just hand tighten, No new gasket for the drain plugs just do make sure that it is tightened properly
