The fuse is broke
You have a burnt out filament in the rear tail light. There are 2 filaments in each of the rear light bulbs, one is for the taillight and one is for the turn signal. The turn signal filament is burnt out in that bulb. Replace that bulb and it should be fine. The dash directional light blinks fast when a bulb is burnt out to let you know you have a bad bulb. It will go back to normal after a good bulb is put in.
What if a new bulb is put in and the problem is still there?
