It can be two places,look on the starter,where the battery cable bolts to the solenoid ,if it is not there,it is at the junction,where the positive cable goes to,it may have a red cap on it,it looks like a threaded stud.

As you can see, no actual horn relay, but, there is the security module. As far as the security module location, seen two different locations in my database, so I'm not sure of location?

Location of the 120 amp main fuse on a 2002 ford expedition

Look under the hood. The fuse is not a fuse as such, but a fusible link. It will look like a rubber piece over a wire with an amperage rating embossed on it.

1998 ford expedition fuel pump still won't start

Check your owners manual for the location of a fuel pump reset switch,sounds like the vehicle was trying to protect itself. Also, find location of fusible links,they can be fuses in-line to the battery,ie a fuse holder or look like a heavy wire that melt when too much current passes through it.
