I have a 94 maxima and almost every time I had an electrical issue it was not the device, or the fuse, but the relay!
You have a 95 - which is the next generation maxima so don't know it will apply to your car. Almost all my relays were just to the right of the fuses - I had to remove a panel to access it (just remove a few screws).
To find out which one you can swap relays as long as the match (look at the picture on top of the relay). Go to www.maxima.org - it is a great resource.
