Before we get into details, if remotes don't match body style or part number it cannot be program to your vehicle they are very specific for each model.

Transmitter Programming
No Tools Required
In the event that a transmitter is lost, program the old and the new transmitters into the memory of the remote control door lock receiver.Up to 4 transmitters may be programmed
Important
Once the keyless entry receiver enters the programming/diagnostic mode, the programming of the first transmitter erases all previous transmitter programming information. You must then program all of the transmitters
Program only 1 vehicle remote control door lock receiver at a time. If you program multiple receivers simultaneously, the same transmitter could possibly be programmed to more than 1 remote control door lock receiver
For most Ford vehicles you can self-program the remote for keyless entry. However there are some of the newer models that require professional equipment to program the keyless entry remote. In the meantime here are the most common Ford Keyless Entry Remote programming instructions:
*** THERE ARE 2 POSSIBLE PROGRAMMING PROCEDURES. ***Procedure #1Note: Obtain all remote transmitters for this vehicle.
Note: Do not depress the brake pedal during procedure.
Turn ignition from OFF to RUN 8 times within 10 seconds, with the 8th time ending in RUN. Door locks will cycle to confirm programming mode. (Off is the position where you can remove your key, RUN is the position just shy of starting your car.)
Within 20 seconds press any button on the first keyless remote to be programmed. Door locks will cycle to confirm programming. If you only have one remote then skip to step 4.
Within 20 seconds, press any button on the second keyless remote. Door locks will cycle again to confirm programming. Repeat step 3. For all other remotes.
Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.
Procedure #2Note: Obtain all remote transmitters for this vehicle.
Fasten seat belts and close all doors.
Turn ignition from OFF to RUN 4 times within 6 seconds, with the 4th time ending in RUN. (Off is the position where you can remove your key, RUN is the position just shy of starting your car.)
Turn ignition to OFF. Acoustic signal will sound and system warning lamp will illuminate to confirm programming mode.
Within 10 seconds, press and hold any button on the first keyless remote. Wait for acoustic sound and warning lamp to flash (confirming programming) then release button on remote. Wait 2 seconds but within 10 seconds repeat step 4. For all other remotes. If you only have one remote then continue to step 5.
Turn ignition to Crank or wait 10 seconds to end programming mode.
here's the instructions for a 97 TL - I hope they're the same.
Note: Entering the programming mode cancels all learned keyless remotes, so none of the previously programmed remotes will work. You must reprogram all of the keyless remotes once you are in the programming mode. You must complete each step within 4 seconds of the previous step to keep the system from exiting the programming mode. You must program remotes within 10 seconds of each other 1. Turn ignition switch to ON (II) 2. Within 4 seconds press the LOCK or UNOCK button on one of the remotes. (An unprogrammed remote can be used for this step.) 3. Within 4 seconds turn ignition switch to LOCK (0) position 4. Within 4 seconds turn the ignition switch to ON (II) 5. Repeat steps 2, 3 and 4 two more times using the same keyless remote used in step 2 6. Within 4 seconds press the LOCK or UNLOCK button on the same remote. Make sure the power door locks cycle to confirm you are in programming mode. 7. Within 10 seconds press the LOCK or UNLOCK button on same remote. 8. Within 10 seconds press the LOCK or UNLOCK button on all other remotes you want to program. Make sure door locks cycle after you push each remote button to confirm system has accepted the remote. 9. Turn the igniton switch to LOCK (0) to exit programming mode. 10. Test remote(s)
