A 2000 Pontiac Sunfire is not OBD1 it is OBD2 (1996 up) and you need a fault code reader to access the codes.

If the theft light is on you need to find out what DTC - diagnostic trouble code is stored in the theft module ,then trouble shoot the system to find the problem an then you can fix it .

Check for trouble codes, check the fuel pressure. Autozone and others will scan for trouble codes for free, they also rent or loan fuel pressure gauge testers.

Can you jumper the fuel pump relay and make the engine run ?
Have you checked the computer for trouble codes ?

I assume this is a 4 cyl and you changed the O2 sensor bank one sensor one. The code meanss the sensor is not switching back and forth between rich and lean as fast as it should be.
Could be an exhaust leak, or other engine problem. Could also be a problem with the engine thermostat.

P1133 .......Oxygen sensor bank 1 sensor 1.

Per your description, it sounds like you have a vacuum leak.
Check all vacuum hoses at the engine, make sure no hoses are disconnected, cracked or damaged.
Disconnect each hose at the source on the engine and see if the engine idle stabilizes.
