If it is an '04, the lighting control module (LCM) is most likely the culprit. The LCMs were largely no good for '03 and '04. It is located at the bottom on the instrument panel basically above your right shin. Easy to replace, but kind of pricey.

If you are referring to when the headlight switch is on and the tail lights go off then you most likely have a bad headlamp switch or a bad connection between the tail lamps and the relay? If the brake lights are what you are referring to then your brake light switch on the brake pedal could be faulty? Please specify in detail what where when and which lights in reference? change the light control module. it is located under the dash near your right knee on the drivers side. this is a common problem with crown vics.

Sounds like the multifunction switch. Try working the hazard switch up and down a few times to see if you get some lights to work. If so then replace the switch.

Check for missing brake light relay in central junction box behind battery. I had same problem with my 2004. Turned out the brake light relay had been taken out when car was take out of service.
