If only one brake locked up, (test by feeling heat), then it would be a caliper. If they all lock up, I would suspect a lack of freeplay in the pedal rod to power assist or rod from power assist to master cylinder.
But of course the ABS could also do it, but that is out of my league. You could disable ABS and see if it still happens.

I hae had this happen to my 99. Long story short, one of the springs came apart iside the break drum causing it to lock up. For me it was time to do a break job anyway and the parts store happily sold me a "HARDWARE KIT" that had all brand new springs and locks. Doing the whole break job myself was about 50 dollars if I rememeber but any break shop should be able to handle this problem as well.

Trying to remove ingition lock cylinder

After cover has been remove you'll see the bolts that hold the lock, when lock was install the head of the bolts are made to break off for theft reasons, get a small chisel and hit the bolt as to loosen it, once it breaks loose they'll come off easy, when installing new lock keep turning bolt till the head of the small bolt breaks off, it made to do that.

That would be your power stearing belt. And it can be fairly difficult because all the belt and pulley are very close to the passanger side finder well.

Front brakes gradually lock up.

it is possible that the calipers are binding when hot. It could also be the brake hoses. If the hoses are collapsing internally it will cause the brakes to drag
