I have a 98 lexus gs 300. The heat was working this morning, when I got in this afternoon, the fan was not working. When I turn it off and on, I hear a click under the passengers side of the dash.

You will more than likely need to replace the whole heater control unit in the dash. Thier like mini computers now and usually if one side goes down it means the whole unit is shot.

exhaust heat shield is loose or broken easy to repair once you know whitch one it is. tap around on exhaust system with mallet and you will hear it.
