If you have the regular hand fastening belts there are no serviceable parts and they must be replaced. A trip to a scrapyard would be in order. If you have the automatic shoulder belts there are 2 fuse/relays in the fuse panel. On the very top row of relays, one back from the steering wheel isone. On the very bottom row of relays, 3rd in from the door is the other. According to my book they both are 10 amp.
There are 2 grounds,1 beside the fuse panel attached to the bracket that the dash connects to and the other is under the back seat on the driver's side.Check your connectors for corrosion (green color) and breaks.
I do have a diagnostic flow chart if this doesn't do the trick but I'll have to write it out because I don't have a printer or you can go to faxonautoliterature and order the service manual for the car. Hope this helps.

The plastic cover should be able to be removed. There is a ratchet mechanism for the seat belt, after removing the cover, you maybe able to free it up to get the belt loose, some WD-40 may help.

CLK seatbelt presenter has stopped working on

check the fuse box of your car if any of the fuse has cut or melted then it should be the fuse of that driver side seatbelt presenter so it needed to be changed. open the burnet of your car and locate the fuse box at the right hand corner of your engine side.

Automatic seat belt removal and replace with regular seat belts

You'd need to pickup the need parts at the junkyard. You'll need the "A" to "B" pillar trim, lower "B" pillar trim, front seat belts and seatbelt giude from a 1995 SC1 or SC2.

The treaded hole in the frame of the car where the track of the automatic seatbelt assembly attaches is in a slightly different place than the three point system. Its not a problem though. You just need to drill a 3/4" hole slightly above the existing hole in the trim panel. The existing hole is hidden by the seatbelt and not noticable at all.

Everything else pretty much bolts or snaps into place.

I've done this swap on several 1991-1994 Saturn S-Series.

Saturn sc 2 seatbelt fuse

The fuse is in the center console, left side of passenger footwell. It is labelled PREST. for passive restraints. Possibly check the restraint module located in the center console, just under the E-brake lever.
