CHECK HVAC FUSE.IF ALL IS GOOD BY CAR BEING CLIMATE CONTROL YOU COULD HAVE ELECTRICAL AIR DOOR ACTUATOR PROBLEMS.THIS IS A DEALERSHIP FIX.BECAUSE THEY HAVE TO USE DIAGNOSTIC SCANNER TO CHECK HVAC PROGRAMMER.TO SEE IF ITS ALLOWING AIR DOOR TO OPEN.

if its the fan ( not controls ) drop the cover under right side front well, blower is mounted with three screws, disconnect wiring . with fan on workbench loosen two screws on fan motor and rap motor to knock the crud out it, check motor with battery if it works, great--re-install
The brown looking chiffon could be oil in the water. However, if you are sure the system is ok then I would check the actuator door motor on the heater and make sure it is allowing the heat into the car. Seems as if you have done as much as you can.
