So, do you hear the pump buzz on, when key is on? If that's good, then check your ignition circuit: check for spark at a plug. Use insulated pliers, hold end of plug wire 1/4 inch form engine bolt or ground source. When cranked, you should see a bright blue spark. Yes? Try another plug wire, too. No? Try another plug wire. If you have NO spark, could be your coil, coil pack, crank position sensor, ignition module. I would recommend using a diagnostic flow-chart to go through the ignition circuit. That way, you are not replacing unecessary parts_Expensive! Of course, if you have spark at plugs, your ignition circuit is good! Then you have to look further, like your injector circuit. Good luck.

start with the basics check for fuel fire and air check fuel peressure with a gauge should be 50 - 65psi
pull spark plug wire and place near ground if no spark in crank sensor or coil pack ensure air filter is cleaned
on fuel pressure if low check fuel filter pump may be working and cant get to fuel rail but could have damaged pump the fuel pump is controlled via crank sensor signal so no crank sensor signal no fuel
HI !!! ome times the battery looks new but try to check the power it shoulbe 12.5. -2) check firs the gas pump fuse .if is ok open the o turn the ingicion swich if you hear some bbuzzzzzz noise the fuel pump is working. before you try to do thi get some gas line antifres and put this on the tank.o maybe when you replace all the parts you have mencion you forgot to connect the ingntion coil
Hello, your problem appears to be the idle control motor located on the air intake manifold it is a small motor that goes bad quite often. Other items that can cause this is a bad /clogged air filter or a tune up (spark plugs and wires), or clogged fuel injectors. to clean the injectors you can buy a container of fuel system cleaner and pour it into the gas tank and as you drive it cleans the system.
Once the fuel system is cleaned via a tankful of cleaner & gas then the idle controller motor would be next on the list to be replaced.
the windstars are very bad for cracked ignition coils, to check you have to remove the coil, remove spark plug wires from coil, disconnect main harness from coil and remove the 3 7mm bolts that hold it in place, once it is out inspect it for cracks, if it is the coil expect to pay around $105 for a new one from your Ford dealer
