I had the same problem with my 98 discovery ..on mine the stering is on the left side ....on the right side under the glove box on the harnes wire there is a smal blue thing 1/2 x 11/2 inch box ( HJ1 splicer) power from the fuse is going in there and jumps with the wire from coil,fuel pump relay and the computer.In my car that jumper was not making contact ..after i shorted all 4 wires the car just started up.
I have a 97 disco that did the same thing and it was the fuel pump, have the pressure tested if it is low order the fuel pump from Ebay for $39 it works great and any half assed MX can put it in in an hour, There is an access panel in the back under the carpet, Good luck
Sounds like the pump could be bad, if you have not replaced it. A bad pump will exhibit symptoms like this sometimes and we have even had it happen with brand new, OEM aftermarket pumps.
look for power at the fuel pump connector at the fuel pump in the fuel tank (the wire that should have power when the engine is running or cranking over is White and Purple (maybe White and Pink,?). These cars also have a fuel pump inertia switch (a crash protection device, if it fails the fuel pump looses power), located passenger side rear of the engine compartment, just press the button on top of the inertia switch to reset it or temporarily bridge the two wires and see if the engine now starts. Fuel pump relay is behind the right front kick panel at passenger right foot well.
the relay is likely located in the engine compartment fuse back near the battery. also be aware that there is a fuel cutoff switch/button located in one of the side panels at the rear
