a car this old the horn mount base rusty makes it dead.

This would be caused by one of two things, first check the horn pad and make sure the horn button (pad) is not broke or stuck if thats okay then i would replace the horn relay, this relay is located in the fuse box, also check the under the hood fuse box. they started putting the horn relays in the engine compartment fuse/relay box, the cover of the fuse box will list where the relay sits in the box. good luck, hope this helps.
If there are no burned fuses, you can test them without removing, then it is more than likely not the fuse. All protected circuits are fused at the fuse panel and box under the hood, drivers side on inside fender wall. Good luck
i have same prob... every time i use horn , fuse gone and i stuck in Park...change the brake circuit fuse but still not able to shift gear without releasing gear release button...please help.
